Joe was an active community worker. In 1965 he ran for the office of Alderman Fifth Ward. He was a 32nd degree Mason, member of the New Bern Consistory #30 Coastal Plain region, Scottish Rite masonry and a Noble of the Mystic Shrine in Arabian Temple No. 42., New bern, N. C.
